The International Register of Damage for Ukraine (RD4U) is a digital database designed to collect and organize claims for losses caused by Russia’s aggression against Ukraine.
Submitting a claim to the Register officially records the damage caused by Russia.

What you need to know
- Claims can be submitted even without a complete set of documents
- Eligible categories are continuously expanding
- Claims cover losses, damage, and harm caused by Russia’s aggression against Ukraine since February 24, 2022, within Ukraine’s internationally recognized borders
How to submit a claim
- Go to the Diia portal
- Sign in (QES / Diia.Signature)
- Select a category
- Complete the claim
- Upload supporting evidence

- At a Centre for Administrative Services (CNAP)
- Online (if you are abroad)
